Hoops is responsible for the performance of numerous subsidiary companies providing top-tier services to the government and executive staff functions supporting Chugach’s federal government enterprise. He provides executive management in the planning, programming, budgeting, marketing, and execution of all federal government contracting business for Chugach Alaska Corporation.
Hoops has over 40 years’ experience working for the government as an Air Force Officer and as a government services contractor. He has extensive experience in aviation, facility maintenance and management, technical services, construction, and education and training. He started with Chugach as the president of Chugach Industries, Inc., at the time a new subsidiary—and grew it from its infancy, as an 8(a) company, to a large business entity.
He became the Senior Vice President of Business Development in 2009, before assuming his current role in 2017. As the SVP Business Development, he was responsible for all aspects of government relations, strategy development, marketing, bid and proposal compliance and strategies, as well as contract startups and transitions.
He obtained his bachelor's degree from the United States Air Force Academy and earned his master's degree in Systems Management from the University of Southern California. He also attended the Air War College and the Armed Forces Joint Staff College. Since Hoops retirement from the military, he has stayed highly involved with the young airmen at Nellis Air Force Base by being an active supporter of the Nellis AFB Support Team (NST).
Hoops and his wife, Mary Ann Hopper, have two married daughters and a granddaughter.
